Germany is one of the more strictly regulated EOR markets. The model falls under the Employee Leasing Act (AÜG), and providers need a federal permit to operate lawfully. Beyond the legal setup, the service model and a provider’s familiarity with Germany’s paperwork-heavy administrative system are also important factors to consider.
Disclosure. Acvian runs EOR Navigator and also appears in it as a provider. Every company, including us, is ranked by the same criteria using information from providers’ websites and other open sources. Customer Experience is scored subjectively, based on our team’s industry experience.

An EOR provider employing staff for you in Germany needs an AÜG permit from the Federal Employment Agency (Bundesagentur für Arbeit). Without it, the employment and leasing contracts may be void, and you, the client, may still be treated as the legal employer.
EOR arrangements are legally capped at 18 months. After that, the EOR-managed employment contract has to end or pause for a break of over 3 months. Clarify with your provider how it handles long-term hires and what happens at month 18.
Engaging full-time specialists as freelancers or through a consultancy to avoid hefty taxes and social security contributions may be reclassified as hidden staff leasing or false self-employment, with the same consequence: you may end up as the legal employer. Day-to-day directed work belongs under an employment contract with a licensed EOR provider.
Before you make an offer to a non-EU candidate, check that their residence permit allows them to work as a temporary agency worker, because that’s how an EOR employs people in Germany. Under German immigration law, this is generally ruled out for non-EU nationals, with exceptions for EU Blue Card holders earning at least the standard salary threshold (EUR 50,700 gross a year in 2026). Ask your EOR provider whether your potential hire is eligible for the EU Blue Card route.
In our default view (all criteria, startups & small teams) Acvian ranks first in Germany, followed by Rivermate and Bizky. Switch the company size to Enterprise and Rivermate takes the lead, ahead of Acvian and Parakar. Acvian runs this rating; see the disclosure at the top.
Budget two layers. Published fees range from €299 (Bizky, yearly plan) to €649 (Parakar) per employee per month; Rivermate lists €299–€599 and Acvian starts from $499. The other providers quote only. On top come statutory employer social contributions, so ask each provider for a quote that shows the full annual cost.
Yes. A provider employing staff for you needs an AÜG permit from the Federal Employment Agency. Without it, the contracts may be void and you may be treated as the legal employer. EOR arrangements are also capped at 18 months.
Every provider is scored 0–5 on five criteria: in-country operations, own HR platform, pricing and transparency, fit for your company size (scored separately for small teams, mid-size companies and enterprises) and customer experience. By default each criterion counts equally; choosing a criterion above gives it the most weight. Acvian runs this rating and is scored on the same scale.
