France is the EU’s second-largest economy, so it’s no surprise that companies from abroad want a foothold there. Hiring through an EOR provider, though, follows French rules: the legal route runs through ‘portage salarial’ or temporary work agencies. That makes the provider you choose critical: look for the right legal structure and real familiarity with the rules for portage and temporary work.
Disclosure. Acvian runs EOR Navigator and also appears in it as a provider. Every company, including us, is ranked by the same criteria using information from providers’ websites and other open sources. Customer Experience is scored subjectively, based on our team’s industry experience.

In France, Employer of Record activity is lawfully classified as either a temporary work agency or ‘portage salarial’, a regime designed for autonomous, qualified professionals who find their own clients. It doesn’t suit full-time employees, because if you direct the work, the arrangement can be treated as illegal labor lending. If the rest of the criteria match, it’s sensible to choose an EOR provider that hires through its own French subsidiary.
Qualified non-EU professionals typically come in on the “talent” residence card, which requires a gross annual salary of at least EUR 39,582 in 2026. To be eligible for the EU Blue Card, an applicant requires 1.5 times that, approx. EUR 59,373. Since June 2025, working remotely for a foreign employer on a visitor visa is expressly not allowed. Ask your provider about immigration and work permit support.
In our default view (all criteria, startups & small teams) Acvian ranks first in France, followed by Neteem and Bizky. For enterprise hiring, Acvian stays first, with Parakar and Neteem next. Acvian runs this rating; see the disclosure at the top.
Budget two layers. Bizky publishes €299 per employee per month on a yearly plan (€399 monthly), Acvian starts from $499 and Parakar from €649; the other providers quote only. On top come statutory employer social contributions, so ask each provider for a quote that shows the full annual cost.
Yes, through a temporary work agency or ‘portage salarial’. Portage suits autonomous professionals who find their own clients, not full-time employees whose work you direct, so for full-time hires choose a provider that employs through its own French subsidiary.
Every provider is scored 0–5 on five criteria: in-country operations, own HR platform, pricing and transparency, fit for your company size (scored separately for small teams, mid-size companies and enterprises) and customer experience. By default each criterion counts equally; choosing a criterion above gives it the most weight. Acvian runs this rating and is scored on the same scale.
